2025 General Election: Judge of Election Tiebreaker Meeting

The Philadelphia City Commissioners, sitting as the Return Board, will reconvene to draw lots and identify winners of tied races for Judge of Election races in the 2025 Municipal General Election. Under the Pennsylvania Election Code, the Majority Inspector elected in the division would normally select the Judge of Election in the event of a tie. In these divisions, no Majority Inspector was elected, so the tied candidates are required to cast lots to determine the winner for the office.

The casting of lots will take place:
Date: Wednesday, December 17, 2025
Time: 11:00 A.M.
Location: Election Warehouse, 11311 Roosevelt Blvd, Philadelphia, PA 19154

Candidates are being asked to arrive by 10:30 A.M. Attendance is optional. If a candidate cannot attend in person, a staff member from the County Board of Elections will cast the lot on their behalf. Candidates may also send a representative to cast their lot. The representative must bring a signed letter from the candidate authorizing them to act on the candidate’s behalf.
