2024 Primary - Ballots Returned as Undeliverable or Administratively Determined to Have No Secrecy Envelope, No Signature, No Date, or a Potentially Incorrect Date on Return Envelope


The Philadelphia Board of Elections has received mail-in/absentee ballots that have been returned as undeliverable by the U.S. Postal Service, or administratively determined to lack a signature on the declaration envelope, lack a written date on the declaration envelope, lack a secrecy envelope, or have a date that may be considered to be potentially incorrect.

List of Philadelphia residents who returned ballots in the above categories are available in PDF or Excel format here: List as of 4/23/2024

All these ballot submissions have the possibility of NOT being counted. It is strongly advised that the voters on these lists request a replacement ballot at either:

  • the County Board of Elections office in City Hall Room 140, on
    • Thursday or Friday, April 18th and April 19th, from 9:00 A.M. – 5:00 P.M.;
    • Saturday or Sunday, April 20th and 21st, from 9:00 A.M. – 3:00 P.M.;
    • Monday, April 22nd from 9:00 A.M. – 5:00 P.M., or
    • Election Day from 7:00 A.M. – 8:00 P.M. OR
  • the Satellite Election Office at 4029 Market Street, on
    • Thursday or Friday, April 18th and April 19th, from 10:00 A.M. – 6:00 P.M.;
    • Saturday or Sunday, April 20th and 21st, from 10:00 A.M. – 4:00 P.M.;
    • Monday, April 22nd from 10:00 A.M. – 6:00 P.M., or
    • Election Day from 7:00 A.M. – 8:00 P.M.

Voters unable to travel to the Board’s offices due to a disability may authorize a designated agent pick up a replacement ballot and/or return a completed ballot using the Designated Agent Form.

Voters on these lists may instead cast a Provisional Ballot, but should only do so if the voter is unable to request a replacement ballot at City Hall (Room 140) or the Satellite Election Office (4029 Market St.) prior to the end of Election Day.
