2024 Presidential Primary: Mail Ballots, Office Hours, and Drop Boxes


The initial mailing of requested ballots for the 2024 Presidential Primary Election occurred on March 28th, 2024, and will continue until all ballots are mailed out.

The Philadelphia County Board of Elections Office in City Hall, Room 140, is now open for in-person mail ballot services. Voters should enter through the south gate of City Hall. This office is open from 9:00 AM to 5:00 PM, Monday through Friday.

The Satellite Election Office located at 4029 Market Street is open for voter registration and in-person mail ballot services. The Satellite Election Office is open from 10:00 AM to 6:00 PM, Monday through Friday, and 10:00 AM to 4:00 PM every Saturday and Sunday.

At both locations, voters may apply for a mail ballot in person, receive it, complete it, and return it, all in the same visit.

The deadline to register to vote in the 2024 Presidential Primary is Monday, April 8, 2024. Voters can register online, in person at a Philadelphia County Election Office, or by mail. For more information, visit our How To Register page.

The deadline to apply for your mail ballot is Tuesday, April 16, 2024, at 5:00 PM. Voters can apply for an emergency absentee ballot if an emergency (an unexpected trip or illness, for example) arises after the deadline for absentee ballot applications. An “emergency absentee application” may be obtained from the Board of Elections, either in person or by mail. Emergency applications and completed ballots MUST be received by the County Board of Elections no later than 8:00 PM on Election Day. For more information, visit our Vote by Mail page.

Voters may only drop off their own ballot. If a voter has a physical disability or illness which prevents them from personally picking up or returning their Absentee or Mail-in Ballot, they should complete the form to designate an agent to transport their ballot and submit the completed forms along with their ballot, secured with a rubber band or paper clip to the outside of the ballot.
