Republican Nomination for US Senate Notice and Procedures


Recount

The recount shall begin Sunday, May 29, 2022 at 1:30pm at the Philadelphia Ballot Processing Center 11311 Roosevelt Blvd, Philadelphia, PA 19154.

All mail ballots that were scanned on a DS-850 shall be scanned using a DS-450. All mail and provisional ballots that were scanned on a DS-450 shall be scanned using a DS-850. All ExpressVoteXL ballots shall be scanned using either a DS-450 or DS-850.

Ballots shall be scanned into a separate Recount Database using only scanners connected to that database. On Tuesday, May 31, 2022 at 5:01pm all mail and challenged provisional ballots, that the board voted to count on Friday, May, 27, 2022 which were not appealed to the Court of Common Pleas, will be opened and scanned into the Official Election Database on a DS-450 scanner which is not being used for the recount. Following their scanning into the Official Election Database, they shall be scanned into the Recount Database on a DS-850. The results of the Canvass and the results of the Recount will be read before the Return Board at their Tuesday, May 31, 2022 6pm meeting.

All ballots containing overvotes, undervotes or marginal marks shall be manually reviewed and the results recorded using the ElectionWare adjudication program.

Observers

Under Section 1404(g)(4) of the Election Code (25 P.S. § 3154(g)(4)) observers may be appointed as follows:

  • Any candidate for Republican Nomination for US Senate may appoint themselves or Pennsylvania-licensed attorneys representing said candidate as Observers for the recount.
  • The Republican Party may appoint qualified electors of Philadelphia or Pennsylvania-licensed attorneys representing said party as Observers for the recount.

Observer certificates for the Recount will be issued as follows:

  • Those entitled to appoint Observers must email vote@phila.gov with the name of each appointed Observer, the Observer’s address, and—if the Observer is their attorney—their PA Bar number.
  • Due to security restrictions, Observer requests must be received by 5 p.m. on Saturday, May 28, 2022. Late requests will be accepted on a rolling basis and processed within two business days.

Observers must be approved by the Board and pass a security screening in order to be admitted to the Recount. Observers must remain within the physical area designated for Observers behind the railing. One Observer per candidate for Republican Nomination for US Senate (inclusive of the candidate themself) and two Observers per party shall be permitted to be present at any one time. Observers may not disrupt or interfere with Board staff completing the Recount. Observers shall not be permitted to take photographs, video, and audio recordings, or use cell phones inside the observation area during the Recount. A designated area will be provided for pictures, video, and cell phone use. Violators will be removed and have their Observer eligibility revoked.
